Information effective from 01 JAN 2026.

The amount of the landing and take-off charges that are payable to TAV Urban Georgia LLC is calculated as follows:

• for aircraft with MTOW up to 14 tons – at the rate of 2.5 USD per 1 ton;
• for aircraft with MTOW more than 14 tons – at the rate of 7.5 USD per 1 ton (see table 1 for more details).

In case of take-offs and landings which proceed between 20:00 and 06:00 local time during the summer season (from 01.04 to 31.10) and between 18:00 and 08:00 local time during the winter season (from 01.11 to 31.03), landing charge will be increased by 20% for the utilization of lighting facilities.

1. Parking Charges are applicable according to the MTOW of the aircraft. Fractions of a ton are to be rounded off upwards.
2. For the flights of foreign air carriers, the first 3 hours from arrival for regular and charter flights and the first 6 hours from arrival for cargo flights are free of charge. Parking over 3 hours for scheduled flights are calculated on per hour basis in accordance with Table 2. Parking over 3 hours for charters and over 6 hours for cargo flights are calculated as overnight parking (see Table 3 for more details).
3. The duration for parking begins from the landing of an aircraft and ends with the start-up clearance, which is given by the tower.

1. Local based cargo aircraft are exempted from charges for the period of 14 days upon the first date of arrival in Tbilisi Airport.
2. Local based passenger aircraft are exempted from charges for the period of 30 days upon the first date of arrival in Tbilisi Airport.
3. After completion of the above mentioned period the parking fee per each day and night (every 24 hours) shall be as set forth below:

4. Calculation of an aircraft parking time for cargo aircraft shall commence after expiration of a 14 days period from the moment of landing of an aircraft in Tbilisi, as recorded in the service documents by Ramp Tower.
5. Calculation of an aircraft parking time for passenger aircraft shall commence after expiration of a 30 days period from the moment of landing of an aircraft in Tbilisi, as recorded in the service documents by Ramp Tower.
6. For the purpose of calculating the parking fees each incomplete day and night period shall be rounded to 24 hours.

The charges for rendering fire fighting services for aircraft operating through TBILISI/Tbilisi Airport are given in Table 4.

If refueling or defueling is continuing for any aircraft with passengers on board, safety precaution service is given compulsorily.

The charges for the use of airport facilities and services given to passengers when they are traveling through TBILISI/Tbilisi Airport are given in Table 5.

The amount of aviation security service charge is as follows:

• for international flight – at the rate of 1.5 EUR per 1 ton of an aircraft maximum take- off weight (MTOW);
• for domestic flight – at the rate of 1.2 EUR per 1 ton of an aircraft maximum take-off weight (MTOW).

The amount of passenger aviation security service charge is as follows:

• for international flight – at the rate of 3.7 EUR per passenger departed (including transfer passengers), except the direct transit passengers;
• for domestic flight – at the rate of 1.5 EUR per passenger departed (including transfer passengers), except the direct transit passengers.

1. Flights are exempted from the take-off and landing fee in case they are operating for emergency or rescue works for Georgia.
2. Aircraft are exempted from the Parking Charges in the cases of:
   • bad meteorological conditions at the airport of destination or departure;
   • emergency landings;
   • extra parking due to aircraft technical problems.
3. Passenger aircraft of a local based air carrier at Tbilisi/Tbilisi Airport are exempted from parking charges for the period of first 30 days parking after each landing. Cargo aircraft of local based air carrier at Tbilisi/Tbilisi Airport are exempted from parking charges for the period of first 14 days parking after each landing.
4. Aircraft are exempted from the Safety Precautions Charges in the cases of
   • aircraft on search and rescue;
   • aircraft carrying aid material, aid personnel and their accompanies;
   • services given for bomb warning.
5. Aircraft with MTOW up to 14 tons (including) are exempted from the take-off and landing fee and the fee shall be decreased by 50% for the aircraft with maximum take-off weight above 14 tons, in the cases of:
   • flights landing at TBILISI/Tbilisi Airport as an alternate airport, due to bad meteorological conditions at the airport of destination;
   • emergency landings (due to aircraft technical disorder or in the event of presence of a sick person on board);
   • demonstration flights not exceeding 30 minutes, provided notice given beforehand (demonstration flights also include the test or training flights).

7.2 Passenger service charge is not paid in the cases of:

• children at 2 years of age;
• flight having heads of states;
• crew members taking place on flights crew list and holding ID cards;
• flight carrying aid materials and/or aid personnel;
• flight landing because of technical reasons;
• flight returning to the departure airport due to technical reasons;
• flight diverted due to any reason avoiding to land to the origin;
• flight assigned to the military or civilian staff, who will perform official visits, and those notified by the related ministry.

7.3 Exemptions and reductions granted by Security

50% discount for the cost of the aviation security service charges is made under the following circumstances:

• search and rescue works;
• forced and emergency landing;
• aircraft landing due to unlawful interference in the civil aviation operations.

Passenger service charge is included in passenger ticket fare. The money collected by the air carriers are paid to TAV Urban Georgia LLC in terms of the contracts signed mutually or on cash basis, if there is no contract signed.

The charges can be collected by the airlines officers during check-in, in case of necessity.
